## Summary This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development, Instructional Design Center, located in Harpers Ferry, WV. This announcement will be open for 5 business days OR until the first 100 applications have been received, whichever happens first. ## Duties - Exercising full supervisory responsibility over a team of instructional systems specialists and related staff, including assigning work, setting priorities, monitoring progress, evaluating performance, approving leave, resolving employee concerns, and ensuring compliance with applicable personnel policies and procedures. - Directing and overseeing the analysis of CBP training needs and course content, including structured observation of employees in operational or mission support environments, and approving recommendations for new or revised curricula that may have agency-wide impact. - Managing the design, development, and maintenance of complex training programs and instructional strategies, ensuring alignment with CBP mission requirements, current doctrine, organizational policies, and applicable standards so that courses remain current, accurate, and relevant. - Leading and administering a comprehensive quality assurance and evaluation program for CBP training, ensuring standardized application of instructional systems design (ISD) processes, appropriate documentation and records management, early identification of performance trends, and timely implementation of corrective actions. - Representing OTD as a senior training and instructional systems authority by coordinating with CBP leadership and external partners, providing expert guidance on training programs, policies, and doctrine, and making decisions on resource use and cost-effective training solutions to support CBP's mission.
